Understand
The Korean War ended in an armistice on July 27, 1953, not a peace treaty, and the two Koreas remain technically at war across a heavily fortified Demilitarized Zone (DMZ). North Korea has built nuclear weapons and a growing missile arsenal despite UN Security Council sanctions. South Korea hosts US forces under a mutual defense treaty and relies on US extended deterrence. Border incidents, missile tests and joint US-South Korean military drills keep tensions high, but there has been no open war since 1953.
Pyongyang has hardened its stance toward the South since 2024, when it began treating South Korea as a separate hostile state and dropped the goal of unification. At its Ninth Party Congress in February 2026 the ruling Workers' Party declared that all ties with the South had been eliminated. North Korea has also deepened military ties with Russia, signing a mutual defense treaty in June 2024 and sending troops to fight Ukrainian forces in Russia's Kursk region from late 2024.
Parties
- North Korea Nuclear-armed state led by Kim Jong Un that treats the South as a hostile state and supports Russia's war with troops; map colors are not a judgment.
- South Korea Led by President Lee Jae-myung since June 2025, who seeks dialogue with the North while maintaining the US alliance.
- United States South Korea's treaty ally, with forces stationed in the country.
- Russia Signed a mutual defense treaty with North Korea in 2024 and has used North Korean troops in the Kursk region.
Analysis
South Korean President Lee Jae-myung took office on June 4, 2025, after the removal of Yoon Suk Yeol over his December 2024 martial law declaration. Lee halted loudspeaker broadcasts and leaflet launches across the border and has sought dialogue while keeping the alliance with Washington. Pyongyang has rejected engagement with Seoul. US President Donald Trump has said he is open to meeting Kim Jong Un; Kim has said better relations depend on Washington accepting North Korea's nuclear status.
Tensions rose in September 2026. North Korea fired ballistic missiles on September 12, a day after US, South Korean and Japanese forces finished the Freedom Edge exercise, and again on September 20, when it said it had tested an upgraded hypersonic missile. On September 21 blasts near the military demarcation line in the western DMZ wounded three South Korean soldiers. The UN Command said it found an active anti-personnel mine on the South's side and judged it an armistice violation; Seoul blames the North, which denies laying mines. North Korea fired another ballistic missile on October 2, 2026.
North Korean troops remain part of Russia's war effort. Ukrainian and South Korean estimates put the number deployed since 2024 at about 15,000, mostly in the Kursk border region, and Russia later announced the use of North Korean deminers and construction workers there. In September 2026 Ukraine's president said Ukraine had transferred to South Korea two North Korean soldiers captured in Kursk in January 2025.
What to watch
- Whether North Korean missile testing extends to longer-range or intercontinental launches
- Further incidents along the DMZ and whether either side retaliates
- Whether a Trump-Kim meeting is arranged
- The scale of North Korean military support to Russia
